        <p>В статье рассмотрены особенности стимулирования экспорта и внешнеэкономической деятельности в рамках азиатской модели государственной поддержки, сформированной тремя ведущими экспортно-ориентированными экономиками Северо-Восточной Азии – Японии, Республики Корея и Китая. На основе проведенного анализа систем, стратегий и программ государственных финансовых институтов каждой из этих стран – экспортных кредитных и страховых агентств, выступающих центральным элементом системы государственной финансовой поддержки внешнеэкономической деятельности на современном этапе, а также динамики и структуры потоков глобального экспортного финансирования в период 2015–2023 гг. сформулирована специфика стратегий финансовых институтов стран СВА-3, применяющих различный инструментарий. В частности, японская система господдержки основана на применении преимущественно инвестиционного финансирования. Южно-корейская система, не рассматривая средне- и долгосрочное кредитование в качестве основы для расширения государственной поддержки, сбалансированно применяет в своих стратегиях инвестиционное и несвязанное финансирование. Китайская система государственного стимулирования, сфокусированная на реализации китайской международной государственной инициативы «Один пояс, один путь», применяет средне- и долгосрочное кредитование, сбалансированное с инвестиционным финансированием (без учета программ несвязанного финансирования), а широко используемые несвязанные льготные программы, кратно превышающие все остальные инструменты по стоимостным объемам, позиционируются как официальная помощь развитию, направленная на стимулирование внешнеэкономического сотрудничества со странами-реципиентами. Сделан вывод о том, что страны СВА-3 продемонстрировали разнообразные подходы к расширению и усилению позиций внешнеэкономического сектора национальных экономик на внешних рынках, сопровождаемые активной государственной поддержкой.</p>

      <trans-abstract xml:lang="en">
        <p>The article examines characteristics of export and foreign economic activity stimulation within the Asian model of government support formed by three leading export-oriented economies of Northeast Asia – Japan, Republic of Korea and China (NEA-3). The paper formulates specific strategies of financial institutions in the NEA-3 countries basing on the analysis of systems, strategies, and programs of public financial institutions of each country. Among the analyzed factors are export credit and insurance agencies (ECAs), which are the central element of the current system of state financial support for foreign economic activity, as well as the dynamics and structure of global export financing flows in the period of 2015–2023. In particular, the Japanese system of government support is based primarily on investment financing. The South Korean system, without considering medium- and long-term financing as the basis for expanding state support, uses a balanced combination of investment and untied financing. China's government stimulus system, focused on implementing China's Belt and Road Initiative, balances medium- and long-term financing with investment financing (excluding untied programs); its widely used untied preferential programs, which are significantly larger than all other instruments, are positioned as official development assistance aimed at stimulating foreign economic cooperation with partner countries. The paper concludes that the NEA-3 countries have demonstrated diverse approaches to expanding and strengthening the position of their national economies' foreign economic sectors in foreign markets accompanied by active government support.</p>
