Актуальность научной статьи обусловлена необходимостью оптимизации процессов и расширения каналов обратной связи для реализации одной из ключевых задач современной инвестиционной политики Российской Федерации – развития проактивности органов власти во взаимодействии с инвесторами. Обратная связь как элемент регионального инвестиционного стандарта имеет более чем десятилетний опыт реализации, однако высокая динамичность внешней среды и наличие в ней достаточного количества факторов, потенциально негативных для инвестиционной деятельности, требуют от органов власти трансформации данного механизма и его адаптации к потребностям инвестора. В статье рассмотрены этапы становления и развития механизма обратной связи, начиная с периода внедрения первого инвестиционного стандарта. Особое внимание авторов обращено на факт многообразия форм и источников для реализации механизма обратной связи, который не всегда может привести к положительным результатам, но и затруднить или нарушить коммуникацию. Реактуализация и обновление формата обратной связи в региональном инвестиционном стандарте 3.0 направлены на повышение доступности и удобства пользователей, оперативности реагирования и полноты решения проблем инвестора. Авторы полагают, что унификация проблем заявителей и каналов обращения позволят выстроить горизонтальные экономические связи государства и инвесторов, результатом чего станет получение прямого и косвенного экономического эффекта, проявленного в экономии инвестиционных затрат, снижении потенциальных потерь инвестора, росте объёмов инвестиций. Сбор и анализ информации о наиболее часто возникающих проблемах инвесторов, поиск оптимальных путей решения данных проблем, обобщение опыта, формирование и тиражирование лучших практик реализации механизма обратной связи способствуют выработке и реализации проактивности государства в сфере инвестиционной политики. Материалы статьи могут вызвать интерес научной общественности, органов публичной власти, участвующих в формировании и реализации региональной инвестиционной политики, экспертного сообщества.
The relevance of this scientific article stems from the need to optimize processes and expand feedback channels to implement one of the key objectives of the modern investment policy of the Russian Federation: developing proactive government bodies in their interactions with investors. Feedback as an element of the regional investment standard has more than a decade of implementation experience, however, the high dynamism of external environment and presence in it of sufficient number of factors potentially negative for the investment activity require the authorities to transform this mechanism and adapt it to the investor needs. This article discusses stages of formation and development of the feedback mechanism, starting from the period of implementation of the first investment standard. Authors pay special attention to the fact of variety of forms and sources for implementation of the feedback mechanism, which may not always lead to positive results, but also complicate or disrupt communication. Re-updating and updating of the feedback format in the regional investment standard 3.0 is aimed at improving the accessibility and convenience of users, prompt response and completeness of solving the investor problems. Authors believe that unifying the problems of applicants and the channels of circulation will allow building horizontal economic ties between the state and investors, resulting in direct and indirect economic benefits, manifested in saving the investment costs, reducing potential investor losses, and increasing the investment volumes. Collection and analysis of information about the most frequently encountered investor problems, search for optimal solutions to these problems, generalization of experience, formation and replication of best practices for implementation of the feedback mechanism contribute to development and implementation of the government proactivity in the field of investment policy. Materials of the article may arouse the interest of the scientific community, public authorities involved in the formation and implementation of the regional investment policy and the expert community.
