В статье проведен структурный анализ продукции лесопромышленного комплекса Хабаровского края, сравнительный анализ динамики лесозаготовки и деревообработки региона, определены основные причины снижения показателей комплекса. В ходе исследования было выявлено, что развитие лесопромышленного комплекса региона с 2013 г. по 2023 г. опиралось на экспортно-сырьевую модель, формирующую высокую зависимость от внешней рыночной конъюнктуры и иных факторов. Увеличение ставок таможенных пошлин на лесопромышленную продукцию, запрет экспорта необработанной древесины в совокупности с международными санкциями стали факторами постепенного отказа от экспортно-сырьевой модели, однако не способствовали быстрому развитию производства продукции высоких переделов. На территории региона за рассматриваемый период не были созданы новые мощности по глубокой переработке древесины, что не позволило расширить номенклатуру продукции лесопромышленного комплекса, привело к снижению показателей лесозаготовки и усилило зависимость от состояния внешней рыночной конъюнктуры. Для преодоления сложившейся ситуации в исследовании рассмотрены два направления. Первое направление – сырьевое – ориентировано на развитие лесопромышленного комплекса Хабаровского края посредством внедрения новых технологий по глубокой переработке древесины. Второе направление – экосистемное – предполагает развитие лесного хозяйства путем реализации комплексных лесоклиматических проектов и на их основе создание частных природных парков, зон рекреации, создания ферм по производству пищевых и лекарственных растений. Реализация лесоклиматических проектов может дать позитивный экономический эффект через получение углеродных единиц и расширение использования лесных ресурсов региона. Для эффективного развития лесного комплекса Хабаровского края необходимо обеспечить развитие как сырьевого, так и экосистемного направлений за счет комплексного использования различных полезностей леса.

The article presents a structural analysis of the products of the forest industry complex of the Khabarovsk Territory, a comparative analysis of the dynamics of logging and wood processing in the region, and identifies the main reasons for the decline in the complex's indicators. The study revealed that the development of the forest industry complex of the region from 2013 to 2023 was based on the export-raw materials model, which forms a high dependence on the external market situation and other factors. An increase in customs duties on forest products, a ban on the export of unprocessed timber, together with international sanctions, became factors in the gradual abandonment of the export-raw materials model, but did not contribute to the rapid development of high-value-added products. During the period under review, no new capacities for deep wood processing were created in the region, which did not allow expanding the range of forest industry products, led to a decrease in logging indicators and increased dependence on the state of the external market situation. To overcome the current situation, the study considers two directions. The first direction, raw materials, is focused on the development of the forestry complex of the Khabarovsk Territory through the introduction of new technologies for deep wood processing. The second direction, ecosystem, involves the development of forestry through the implementation of complex forest-climatic projects and, on their basis, the creation of private natural parks, recreation areas, and farms for the production of food and medicinal plants. The implementation of forest-climatic projects can give a positive economic effect through the receipt of carbon units and the expansion of the use of forest resources in the region. For the effective development of the forest complex of the Khabarovsk Territory, it is necessary to ensure the development of both raw materials and ecosystem directions through the integrated use of various forest benefits.
