Цель настоящей статьи заключается в разработке системы программно-проектной оценки результативности деятельности органов местного самоуправления по комплексному развитию территории. Для достижения указанной цели определены задачи по определению элементов механизма оценки, формированию программно-проектных мероприятий и направлений оценки, логики построения механизма оценки, а также по разработке методики программно-проектной оценки результативности деятельности органов местного самоуправления по комплексному развитию территории. Данная статья основана на методах функционального анализа, сравнения, классификации показателей и направлений оценок, прогнозирования алгоритма и модели оценки. Автором статьи рассмотрены методы и способы программно-проектной оценки, основанной на реализуемых органами местного самоуправления мероприятиях по национальным проектам, государственным программам Российской Федерации, государственным программам субъекта Российской Федерации и муниципальным программам, направленным на комплексное развитие муниципального образования. Комплексное развитие территории в контексте данной статьи рассматривается в рамках концепции сбалансированности, т. е. пропорциональности реализуемых программно-проектных мероприятий, устойчивости – динамического развития и результативности в достижении поставленных целей. Соответственно, источником развития территории являются денежные средства муниципального, регионального и федерального бюджета. В заключении сделан вывод о необходимости внедрения в деятельность органов местного самоуправления предлагаемой системы программно-проектной оценки результативности деятельности органов местного самоуправления по комплексному развитию территории, по которой можно оценить как общую результативность всей деятельности органов местного самоуправления по комплексному развитию территории, так и совокупность отдельных направлений развития (социального, экономического, инфраструктурного, культурного, экологического и пр.).
The purpose of this article is to develop a system of program and project assessment of the effectiveness of local government activities in the integrated development of the territory. To achieve this goal, the tasks of determining the elements of the assessment mechanism, forming program and project activities and assessment areas and the logic of constructing the assessment mechanism, as well as developing methodology for program and project assessment of the effectiveness of local government activities in the integrated development of the territory are defined. This article is based on the methods of functional analysis, comparison, classification of indicators and assessment areas, forecasting the algorithm and assessment model. The author of the article considers the methods and techniques of the program and project assessment based on the activities implemented by local governments under national projects, state programs of the Russian Federation, state programs of a constituent entity of the Russian Federation and municipal programs aimed at the integrated development of a municipality. Integrated development of the territory in the context of this article is considered within the framework of the concept of balance, i.e. proportionality of the implemented program and project activities, sustainability - dynamic development and effectiveness in achieving the set goals. Accordingly, the source of development of the territory is the funds of the municipal, regional and federal budget. In conclusion, the author emphasizes the need to introduce the proposed system of program-project assessment of the effectiveness of local government bodies' activities in the integrated development of the territory into the activities of local government bodies. According to this system, it is possible to assess both the overall effectiveness of all activities of local government bodies in the integrated development of the territory, and the totality of individual areas of its development (social, economic, infrastructural, cultural, environmental, etc.).
