Усиление неопределенности в мире, обусловленное геополитическими конфликтами, рисками рецессии, возросшая вероятность новых пандемий свидетельствуют о высокой актуальности вопросов, связанных с проявлением внешних шоков. При этом их влияние может проявляться в разной степени как для экологической, экономической и социальной сфер, так и в дифференцированной степени оказывать влияние на территориальные образования разного уровня (страна, макрорегион, регион, муниципальное образование). Поэтому выявление изменений, оценка масштабов и характера влияния экзогенных шоков на территориальные образования являются основой для корректировки планов и принятия управленческих решений по развитию территории в новых условиях. В статье представлен обзор научных публикаций, посвященных вопросам оценки шокоустойчивости территориальных систем. Предложена авторская методика комплексной оценки шокоустойчивости (резилиентности) территориальных образований (регионов и муниципалитетов), предусматривающая оценку динамической, краткосрочной и сравнительной шокоустойчивости по трем группам показателей – социальных, экономических и экологических, что соответствует парадигме устойчивого развития. Обоснован отбор индикаторов в условиях ограниченности статистических данных на муниципальном уровне и приведена методика расчета оценки шокоустойчивости. На основе расчетов сформирован подход к группировке территорий по уровню резилиентности. Он может быть использован для выявления факторов шокоустойчивости территорий, а также в качестве одного из элементов анализа эффективности мер государственной поддержки в период действия внешних шоков.

Increased uncertainty in the world, probability of new pandemics, geopolitical conflicts, risks of recession indicate about a high frequency of external shocks. At the same time, their impacts can manifest itself to varying degrees for all the environmental, economic and social spheres, and territorial entities of different levels (country, macro region, region, municipality). Therefore, the identification of changes, assessment of the scale and character of the impact of exogenous shocks on territorial formations are the basis for correction of strategies of management development of the territory in new conditions. The article presents an overview of scientific publications devoted to the assessment of shock resistance of territorial systems. The author's methodology for a comprehensive assessment of shock resistance of territories (regions and municipalities) is proposed, taking into account the assessment of dynamic, short-term and comparative stability according to three groups of indicators – social, economic and environmental. The selection of indicators in the terms of limited municipal statistical data is justified and a methodology for calculating the resistance score is given. An approach to grouping territories according to the level of resistance has been developed. This approach can also be used to identify factors of shock resistance of territories, and be one of the elements of effectiveness analysis of government support measures during periods of external shocks.
