В статье определено понятие приграничного региона, исследованы вопросы специфики социально-экономического развития приграничных территорий на примере Забайкальского края. Выявлена специфика сущности и особого места приграничных регионов в национальной макроэкономической системе. Приведен перечень приграничных территориальных районов Забайкальского края и определены цели их развития. Систематизированы факторы, влияющие на социально-экономическое развитие приграничных территорий в различных сферах экономики, и определены внешние и внутренние вызовы, а также специфические факторы, ограничивающие конкурентоспособность приграничных территорий. Установлено, что для достижения целей комплексного и устойчивого развития дальневосточных приграничных территорий, формирования и удержания конкурентных преимуществ перед приграничными территориями сопредельных государств приграничным территориям Забайкальского края необходимо учитывать различную природу и характер факторов, учет и оценку их совокупного влияния при формировании прогнозов социально-экономического развития территории. Для этого необходимо согласовывать интересы органов государственного управления, органов местного самоуправления как локальных территорий Забайкальского края, так и приграничных территорий сопредельных государств.
The concept of border region is determined in this article. The issues of specifics of the socio-economic development of the border territories on the example of the Trans-Baikal territory are investigated. Specifics of the essence and special place of the border regions in the national macroeconomic system are revealed. The list of border territorial areas of the Trans-Baikal territory is given and the goals of development of the Far-Eastern border territories are determined. Factors influencing the socio-economic development of border territories in different spheres of the economy are systematized, as well as specific factors limiting the competitiveness of border territories. It is noted that in order to achieve the goals of integrated and sustainable development of the Far Eastern border territories, the formation and retention of competitive advantages over the border territories of neighboring states, the border territories of the Trans-Baikal Territory need to take into account the different nature and nature of factors, taking into account and assessing their cumulative impact when forming forecasts of socio-economic development of the territory. To do this, it is necessary to coordinate the interests of public administration bodies, local self-government bodies of both the local territories of the Trans-Baikal territory and the border territories of neighboring states.
